[colorforth] jpeg decoder

I tried the image of Chuck, and it seems I missing a lot of semantics
required by jpeg. Namely multiple huffman tables per marker, multiple
quantization tables per marker, and restart markers. These were all in
Chuck's image, but not in my test images. Also missing is multiple scans
per image. Ah, the joys of modern software! I guess I'll fix this. Sorry
if I caused any frustration.
