My thought was that perhaps Mr Moore's tiles were sold and now 
considered restricted IP.

One thing that surprised me was what I saw on ultratechnology.com's now 
defunct
online store: "VLSI basic tiles definition from NSA" cdrom. I would love 
it if someone
could shed some light over this, so that I wont have to express that 
kind of provocative comment.
