PAL/SECAM signal generation with MuP21

What about PAL/SECAM signal generation? I know, that the format of the 
frame is programable, so one would be able to describe it. But will the 
same xtal do the job?

In general, what is a good, definive book on video signal formats. It would
be great if the book was a little bit more, than a refference manual and
contained some discussion of the design goals and implementation decisions of
each format.
