The reason is much simpler. There was a mail loop at some time last year,
that was really annoying. It could have been prevented, among other things,
by forbidding submissions by non-subscribers. The policy has been changed
since then.
As other measures have been taken, namely replacing the delivery agent by a
more robust one, and directing the replies off the list, the chances of loops
have been greatly deminished. If the readers think, that we can waive the
requirement of subscription before submission (subscription is automatically
available to anybody, who sends a 'subscribe' to MISC-request), I can change
this setting back to the old one.
