Mike Simon's FPGA development system is ready and at your price range too.
Design your own processor could do a F21 version, and there were some
mentioning already having part of it. How's the status of that?
If a sample design of a F21 were shippable with it, that would get it in the
ready to fire up out of the box zone of a productivity tool for the
imagination without a year of development before you get to run any code and
see some feedback loops in action.
